The Consideration of the draft “Law Society Act” In the National Assembly.

4 July 1984 – 19 July 1985

WEDNESDAY, 4 JULY 1984 – At the 11/1984 Session of the House of Representatives, Mr. Piyanat Vacharaporn, Vice President of the House of Representatives acting for the President of House, Mr. Sophon Petchswang, M.P. for Buri Ram, proposed a motion to move the drafts Lawyers Act B.E?.. proposed by Mr. Sutat Ngoenmuen and the Government being Agenda No.5.64 and 6.3 respectively up for consideration first. There were 52 votes for the change of the Agenda and 50 against. A second voting was proposed and there were 93 votes for and 64 against. The drafts were then considered and it was unanimously resolved to accept in priciple the draft. An Extraordinary Committee was set up, comprising of 25 menbers, including Mr. Kumnuan Chalopathump to consider the same.

MONDAY, 9 JULY 1984 – The Extraordinary Committee, at its first meeting appointed Mr. Pipop Asitirat, Minister of Justice as Chairman and Mr. Kumnuan Chalopathump as the Secretary.

TUESDAY, 17 JULY 1984 – The Lawyers Association of Thailand held a meeting of lawyers and representatives of lawyers association from all over the country to exchange ideas on the draft “Law Society Act” at the Royal Hotel. The meeting was also attended by Mr. Piyanat Vacharaporn, Vice President of the House of Representatives and M.P. for Sai Sa Kat, Mr. Sutat Ngoenmuen M.P. for Ubon Ratchathani, Mr. Sopon Petchswang M.P. for Buri Ram, Mr. Karun Sai-Ngam M.P. for Buri Ram and Mr. Prem Malakul Na Ayutthaya M.P. for Uttaradit. These people played a part in pushing the draft Law Society Act towards the House of Representatives and the Senate.

FROM 9 JULY 1984 – The Extraordinary Committee held a total of 11 meetings, the last meeting being held on Friday 21 September 1984 before all Sections were considered. Two more meetings were held to go over the wording of the draft on 8 and 15 May 1985. The draft as seen by the Committee were then presented to the President of the House of Representatives on 22 May 1985.

Mr. Utai Pimjaichon, President of the House of Representatives ordered the draft to be placed as Agenda No.4.2 of its 6/1985 Session to be held on Thursday, 30 May 1985.

29 MAY 1985 – The Lawyers Association of Thailand arranged another meeting amongst lawyers and their representatives at the Royal Hotel to exchange views.

THURSDAY, 30 MAY 1985 – The House of Representatives at its 6/1985 Session unanimously resolved to approve the draft proposed by the Extraordinary Committee and forwarded the same for consideration of the Senate on 31 May 1985.

Dr. Ukrit Mongkolnavin, President of Senate, ordered the draft to be placed as Agenda No.6.1 of its 6/1985 Session to be held on Friday 7 June 1985.

FRIDAY, 7 JUNE 1985 – The Senate resolved to approve in principle the draft Lawyers Act at its 6/1985 Session and passed it on to its Governing Committee for consideration. As the draft is a money bill, the Senate must finish its consideration within 30 days as provided in Section 127 of the Constitution.

The Governing Committee chaired by Mr. Osot Kosin considered the draft and submitted it to the President of the Senate on 24 June 1985.

FRIDAY, 28 JUNE 1985 – The Senate resolved to approve the draft at its 8/1985 Session and returned it to the House of Representatives.

THURSDAY, 4 JULY 1985 – The House of Representatives considered the draft at its 13/1985 Session and resolved to appoint a Joint Committee comprising of 20 members from the House of Representatives. Mr. Kumnuan Chalopathump was appointed a member of this Joint Committee.

FRIDAY, 5 JULY 1985 – The Senate resolved to appoint a Joint Committee at its 9/1985 Session comprising of 20 members from the Senate.

THURSDAY, 11 JULY 1985 – The Joint Committee appointed Dr. Anuwat Wattanapongsiri, N.P. for Buri Ram as the Chairman of the Joint Committee and Mr. Kumnuan Chalopathump as the Secretary. Every Section of the draft was considered on 11 July 1985 and the draft presented to the President of the House of Representatives and the President of the Senate on 12 July 1985.

THURSDAY, 18 JULY 1985 – At the 15/1985 Session of The House of Representatives, the draft Lawyers Act was placed as Agenda No.4.5 Mr. Utai Pimjaichon, President of the House of Representatives and Chairman. The Session resolved to move Agenda 4.5 up for consideration first as proposed by the Chairman. It was thereafter unanimously resolved to approve the draft Lawyers Act proposed by the Joint Committee and for the same to become law.

FRIDAY, 19 JULY 1985 – The Senate, at its 11/1985 Session unanimously approved the draft Lawyers Act which was Agenda No. 1.3.

THE OFFICE OF THE SECRETARY-GENERAL OF THE SENATE proposed the draft Lawyers Act A.D. 1985 to the President for further presentation to the king for signature on 23 July 1985.

HIS MAJESTY THE KING signed the Lawyers Act B.E. 2528 (A.D.1985) on 10 September 1985.

THE ACT was published in the Government Gazette, Special Edition, Volume 102, Section 129, on 19 September 1985.

WEDNESDAY, 18 DECEMBER 1985 – THE LAW SOCIETY was legelly established – being a historical date which marks the joint effort and unity of lawyers.

15 March 1986 – Election of the first President and Board of Governors of the Law Society under the Lawyers Act B.E.2528(1985). Mr. Kamnuan Chalopathump was elected the first president.

8 April 1989 – Mr. Prathan Duangrat and was elected the second President of the Law Society.
